Biographies of Expaticore’s principals:

Dave Leboff

David Leboff, President, has worked within the field of international human resources and expatriate program management for over 20 years. Dave began his career within tax, working for the Internal Revenue Service and then for Arthur Young, where he received his CPA. At Arthur Young, he was focused mainly on supporting large expatriate tax programs for clients such as ABC/CapCities, American Express, Goldman Sachs, Chemical Bank and Manufacturers Hanover Trust. After AY, he moved into the private sector where he took on the management of large international assignment programs for corporations such as PepsiCo, Bankers Trust, UBS and DoubleClick.

Dave has consulted in the field as well and has personally organized and managed outsourced expatriate programs for companies such as ING Bank, Daiwa Securities and FlightSafety International in that capacity.

Dave is a regular speaker on matters pertaining to international relocations and is also a noted expert on the recently enacted Sarbanes Oxley legislation. He has written articles on international mobility issues, including articles on expatriate cost containment strategies on expatriate program administration. These were published by Mobility and by HR Executive magazines, respectively.


Lisa Daub

Lisa Daub, Executive Vice President – Consulting & Client Services has over twenty years experience in the design, development and deployment of relocation and cross-border solutions. Starting out in the procurement group of American Express Company, she held increasingly responsible positions in the human resources mobility field before heading the function for the company and all subsidiaries worldwide.

While at American Express, she designed transfer policies to align employee treatment and costs with business objectives and value, created an HR shared services for global cross-border and domestic relocation, reengineered processes with co-source and outsource models and designed strategies for the holistic management of global assignments. She has written long and short-term global assignment policies for multinational application as well as for domestic relocation and indefinite cross-border transfers.

Ms. Daub later founded an independent consulting practice and has delivered mobility and international human resources solutions to major corporations in financial services, pharmaceuticals, telecommunications and other industry groups. As a consultant, she has designed mobility policies, conducted best practice studies and developed supplier evaluation, performance evaluation and operation tools.
